Remarks by the Chinese Consulate General in Vancouver

On April 7, the Vancouver Council Meeting discussed the "Street and Traffic By-law". Following are the remarks by the Consulate General of the People's Republic of China in Vancouver:

 

Canadais a country ruled by law. It is the responsibility of each municipality to run the city according to law.

 

Out of their ulterior motive, certain organizations and individuals deliberately link the city by-law draft of the city council of Vancouver with the Chinese Consulate General during the hearing. It is politically motivated and absurd.

 

"Falun Gong" spreads cultic fallacies, advocates the "Doomsday" and "Savior" theory, and poses spiritual control over its practitioners, which resulted in more than 1700 people dead and numerous family tragedies. "Falun Gong" is a down-to-earth cult with anti-society and anti-science nature. It is a responsible lawful action that the Chinese Government banned this cult.

 

"Falun Gong" has been demonstrating on the side walk outside of the Chinese Consulate General in Vancouver for quite a long time. Its behaviors interfere the safety and convenience of pedestrian, negatively effect the scenic view of the city, make a lot of noises in a residential area, and in addition to that, it infringing the dignity and peace of the Consulate General. According to Clause 3 of Article 31 of the "Vienna Convention on Consular Relations", which Canada is one of the parties, the receiving state is under a special duty to take all appropriate steps to protect the consular premises against any intrusion or damage and to prevent any disturbance of the peace of the consular post or impairment of its dignity. We hope the Canadian side could fulfill its related obligations of international law, take effective measures to prevent any activities from "Falun Gong" and protect the safety, peace and dignity of the Chinese Consulate General.
