IV. Ensuring public health security is a common challenge facing mankind, and severe infectious diseases are an enemy of all of us. In response, all countries need to come together to step up all-round international cooperation and create a powerful synergy to defeat the epidemic.

The WHO plays an important role in coordinating global public health affairs, and China values its cooperation with it. China welcomes the WHO’s involvement in the disease control and has hosted a field visit to Wuhan by WHO experts. China will work with the WHO and the international community to safeguard public health security both in our region and across the world. As comprehensive strategic partners, China and Brazil need to maintain strategic commitment, support each other on issues concerning their core interests and major concerns, and jointly send to the international community a message of solidarity and a positive signal that we are in this battle together. Our two countries should also enhance pragmatic cooperation in various fields, and step up consultation and coordination within multilateral frameworks such as the G20 and BRICS so as to ensure the sound growth of China-Brazil comprehensive strategic partnership. Major infectious disease is the enemy of all. As we speak, the COVID-19 outbreak is spreading worldwide, posing enormous threat to life and health and bringing formidable challenge to global public health security. The situation is disturbing and unsettling. At such a moment, it is imperative for the international community to strengthen confidence, act with unity and work together in a collective response. We must comprehensively step up international cooperation and foster greater synergy so that humanity as one could win the battle against such a major infectious disease.

For that to happen, I would like to put forth four proposals.

First, we need to be resolute in fighting an all-out global war against the COVID-19 outbreak. The community of nations must move swiftly to stem the spread of the virus. In this regard, I propose that a G20 health ministers’ meeting be convened as quick as possible to improve information sharing, strengthen cooperation on drugs, vaccines and epidemic control, and cut off cross-border infections. G20 members need to jointly help developing countries with weak public health systems enhance preparedness and response. I propose a G20 COVID-19 assistance initiative for better information sharing and policy and action coordination with the support of the World Health Organization. Guided by the vision of building a community with a shared future for mankind, China will be more than ready to share our good practices, conduct joint research and development of drugs and vaccines, and provide assistance where we can to countries hit by the growing outbreak.

Second, we need to make a collective response for control and treatment at the international level. This is a virus that respects no borders. The outbreak we are battling is our common enemy. All must work together to build a strongest global network of control and treatment that the world has ever seen. China has set up its online COVID-19 knowledge center that is open to all countries. It is imperative that countries pool their strengths and speed up research and development of drugs, vaccines and testing capabilities in the hope to achieve early breakthrough to the benefit of all. Discussions are also needed regarding the establishment of regional emergency liaison mechanisms to enable quicker response to public health emergencies.

Third, we need to support international organizations in playing 26 their active roles. China supports the WHO in leading the global efforts to develop science-based and proper control and treatment and minimize cross-border spread. I call on G20 members to enhance anti-epidemic information sharing with the support of the WHO and to promote control and treatment protocols that are comprehensive, systematic and effective. The G20 platform for communication and coordination may be used to increase policy dialogue and exchange, and a high-level meeting on international public health security may be convened in due course. For China, we will be happy to join other countries and scale up support for relevant international and regional organizations.

Fourth, we need to enhance international macro-economic policy coordination. The outbreak has disrupted production and demand across the globe. Countries need to leverage and coordinate their macro policies to counteract the negative impact and prevent the world economy from falling into recession. We need to implement strong and effective fiscal and monetary policies to keep our exchange rates basically stable. We need to better coordinate financial regulation to keep global financial markets stable. We need to jointly keep the global industrial and supply chains stable. What China will do in this regard is to increase its supply of active pharmaceutical ingredients, daily necessities, and anti-epidemic and other supplies to the international market. What’s more, we also need to protect women, children, the elderly, people with disabilities and other vulnerable groups, and provide for people’s basic needs. China will continue to pursue a proactive fiscal policy and prudent monetary policy. We will continue to advance reform and opening-up, widen market access, improve the business environment, and expand imports and outbound investment to contribute to a stable world economy.

I want to call on all G20 members to take collective actions — cutting tariffs, removing barriers, and facilitating the unfettered flow of trade. Together, we can send a strong signal and restore confidence for global economic recovery. The G20 needs to draw up an action plan and promptly set up communication mechanisms and institutional arrangements for anti-epidemic macro policy coordination.

Now is a crucial moment, a time for us to rise up to challenge and act with swiftness. I am convinced that through solidarity and mutual assistance, we will prevail over this outbreak and we all will embrace a brighter future for mankind!

The China-US relations have reached an important juncture. Cooperation benefits both countries, while confrontation will turn both of us into losers. For us, cooperation is the only right choice. I hope that the US will take substantive steps to improve its relations with China and work with us to strengthen cooperation in areas such as epidemic control. In short, we should grow a relationship of no conflict or confrontation, of mutual respect and win-win cooperation.

V. With prompt, decisive and forceful response measures, China has not only taken a responsible attitude toward the health of its own people but also contributed to global public health. China has made enormous sacrifices in fighting COVID-19, which is well-recognized internationally.

Under the centralized, unified leadership of the central Party leadership, the whole nation is galvanized into powerful virus response efforts. And our response is well-recognized by both the public and international media. In my meeting with WHO Director-General Dr. Tedros, he said that the high speed and massive scale of China’s response are rarely seen in the world and demonstrate the strengths of China’s system. He said that China has provided useful experience to other countries, and expressed confidence that by taking these measures, China will effectively control and eventually defeat the virus.

China is committed to protecting the lives and health of not only its own people but also the people of other countries. With openness, transparency and a sense of responsibility, we have kept the WHO, the United States and other countries and regions concerned informed and invited WHO experts to make field visits to Wuhan. The WHO and many countries have fully recognized and highly appreciated the timely, 29 decisive and forceful measures taken by China.

China has taken rigorous steps to contain the virus. Our response is not only to protect the health of its own people, it is also contributing to global public health, which is fully recognized by the WHO and countries around the world.

Since the start of COVID-19, the international community has been watching closely China’s response to see whether it is effective. The Chinese strength, spirit and efficiency demonstrated by the Chinese people in this fight and China’s role as a responsible major country have been highly commended by the international community. Leaders of over 170 countries and 40 international and regional organizations have expressed sympathy and support to China through phone calls, letters, and statements. The international community broadly recognizes the fact that while taking comprehensive and forceful measures to keep the situation under control, China has actively engaged in cooperation and information-sharing with the WHO and the world. It speedily shared the complete genome sequences of certain virus strains, and developed fast testing kits, all in an effort to prevent the virus from hitting more parts of the world. This represents not 30 only China’s commitment to the safety and health of its own people but also a contribution to the cause of global public health. It is also widely recognized globally that no other country can match China’s decisive and forceful measures and its outstanding leadership and ability to respond, organize, mobilize and implement. China has become a pacesetter for epidemic response.

China is committed to building a community with a shared future for mankind. It is making every effort not only to protect the lives and health of its own people, but also to contribute to global public health security. We should step up international cooperation in combating the virus. Over the past couple of months, I have talked with many foreign leaders on the phone, 26 phone calls with 22 leaders of countries and international organizations since 22 January, to be exact. I attended the Extraordinary G20 Leaders’ Summit yesterday. On these occasions, the leaders I talked to all recognized China’s effective efforts in quickly curbing the spread of 31 COVID-19, and they expressed readiness to intensify cooperation with China, both bilaterally and multilaterally, to respond to the virus.
